"Not with a bang but a whimper."

They never said that.

What people say
"Not with a bang but a whimper."
What was actually said
"This is the way the world ends / Not with a bang but a whimper." T. S. Eliot — T. S. Eliot, The Hollow Men (1925)

Why it stuck

The line is a couplet. Quoting the second half alone loses the parallel that makes it — the setup ("this is the way the world ends") is what carries the cadence.
